• Minimum 10 years’ experience 
• He will identify sources, quarry sites, and borrow areas; undertake field and laboratory testing of the materials to determine their suitability for various components of the work; and establish quality and quantity of various construction materials and recommend their use on the basis of techno-economic principles.
• Make suitable recommendations regarding making good the borrow and quarry areas after the exploitation of materials for construction of works. 
• Outline project implementation and procurement arrangements including contract packaging in the procurement plan, and prepare a project implementation schedule, taking into account the experience from the DOW’s and DOT’s previous and ongoing highway and port projects and local abilities to carry out the civil works.
